from people that will scam you as only way someone sells them for less they payed is that they used stolen credit cards and bank will reverse the transactions once the real owner of the card finds out.

Where ever you get them, you pay the same price as the denomination of the card itself.

There is no business in Steam wallet codes as they are a service. You buy a $20 one, you get a $20 one. There is no profit in it unless you are scamming or want to be scammed.

You can't. No such business exists. Giftcards are sold at face value and barring any promotions from a store are never sold at discount.

From Valve. The company selling those cards has a business relationship with Valve. You gotta start a company and then enter a business partnership with Valve.

More specifically, while "Steam wallet" works like gaming currencies on a technical level (you send $20 to Steam, you get "20" wallet credit), it's also used a lot like real money: if you buy a game, you can either send the money to Steam, or use your wallet credit. Those two are equivalent, which is also why your Steam wallet has a real currency like "$" or "€" attached to it, not something like "gold" or "gems".

For that reason, Steam wallet codes are never discounted or something like that. Shops get them cheaper so they can sell them to you for the value printed on it, and that's exactly what they do. In fact, I wouldn't be surprised if the fine print requires them to sell at that value -- so, no competing about the lowest price for a $50 Steam card.

There is nothing like that, no. Retailers put them on discount pretty much during the bigger holidays with ease.

Does he mean the physical wallet codes, like the cards. I think you'd have to talk to Valve about volume pricing. I'm sure they, like others, do a discount on volume orders.

OP If thats what you're looking to do. Contact Valve directly.

Retailers don't buy the cards - businesses that are networked are supplied with cards and then the shops merely sell them as a service. I think the shops make a tiny amount per card sold but the cost of renting the integrated EPOS system that supports the network to activate them means not even retailers can make any form of profit on such things.

Valve also wont send out any cards unless the business is legitimate and established. A card is only activated when the money has entered the till or is paid for by a bank card so it's a watertight system. They certainly aren't going to hand them out to random users in bulk even if the person has a wad of cash on the hip.
