What the RAM usage when using Steam?
Do you anti virus like AVG, Avest, zoomlab, norton, or etc???
Also what your system specs? On top of steam client left side click on help, then click on system information, copy the info in the box, ctrl + a to select all, then ctrl + c to copy it all, then in the discussion paste, and post.
For some reason it's not letting me select the text in system information.

Can you answer my other questions? The more info I can work with the closer might be able to figure out your issue.
- SSD/HDD hitting 100% or near? Can use task manager and watch the usage see if it spikes when your freeze happen on the client.
- Network have high usage when freeze happens?
- Are you using 3rd party anti virus such as AVG, Avest, Norton, or etc???
- What your CPU, and GPU temps? I can suggest getting hardware monitor, like cupid HWmonitor.
Things you can try to see if might resolve your issue is redoing your Nvidia drivers, download latest, or older driver you know works best, please use DDU to remove current drivers, using recommend settings only in windows safe mode.
Another option is reinstall Steam, before doing that head to Steam folder, move these two folders as they hold your games and screenshots, move Steamapp and userdata folder out of the Steam folder like desktop then uninstall Steam, ensure Steam folder isn't remaining, if it is delete it, then reinstall Steam, run it to do update, don't login yet close Steam, place back the Steamapp and userdata folder back into Steam folder click yes to replace if appar to ask, then launch Steam and login. Should take about two minutes or so to do this.
-The network spikes very briefly
-I don't have any third party anti-virus
-Using Speccy to get the temps the CPU seems to jump from 13C to around 23C, and the GPU stays at 28C
I'll try reinstalling too
