Strictly speaking, ROMs are legal under the DMCA so long as they're dumped from the legally-owned original source for archival purposes. But ROM dumping is generally against the game manufacturer terms of service. Also, PS1 and PS2 emulation requires a bios dump from the original hardware, which is decidedly less legal than other emulators that use totally original code.
In any case, discussing roms and emulators is still frowned on around here, so that's all I have to say about that.
Sites such as ROM World, & such were shut down by Nintendo...
Even though, Nintendo wasn't the only Emulator on there...
