My feeling is at least some of the users you're invoking didn't understand refunds would remove tokens, which could remove the coupon, and anything bought with it.
While I do agree that this is the case for some the coupon is still bugged, but not in a way that is affecting everyone. There are definitely several people that had a legitimate amount of tokens that bought the coupon and then bought a game with it. There is probably just some unknown case that can trigger steam to think you actually didn't have enough tokens for the coupon. So it is better to just be cautious than risk losing 5000 tokens.
My theory, while I have no way to prove it, is that purchasing games during the sale nets you tokens and refunding a game causes you to lose the tokens buying it earned you (as it should or the system could be abused). However, I think that a refund of any game, including ones purchase outside the sale, will still show up as a loss of tokens equal to the value of the game when steam checks to see if the coupon is still valid.
