Black Screen in Steam application

For a couple months now, my Steam application has had black screens everywhere except for the Downloads page. I can't access my Library, the Store, my Friends, or anything else. Just the Downloads page. I've tried reinstalling Steam quite a few times to no avail. I'm really stuck here and I'm not sure what to do.

As fare as we know here "Black Screen" is either steam settings "no gpu accelration"
or amd igpu issue that has main nvidia plugin card.

do not use google DNS server use isp own dns server just incase this is the case.
