Anyway, actually sharing document folders is a horrible idea. But you can use hardlinks/folder junctions to make one file/folder appear @ different places. Do that. The mklink command line tool is the way to go.

im not sure if there is a files in steam you can copy to other user ( lets say you can copy workshop content .ini files with you ) that dont fix other nexus mods.
and what prevent you from assign same mods, problem is save game per cloud, again you need to copy it over, not all games has free save game, some use Slot save 4-8 locked entrys.
and you dont want that. ( and 2 diffrent windows login users cant see eachother doc so NO, again you need a cloud save app to let it do it per game, as i said works with few games )
i will say NO not possible, you need to do it, sure a batch file might can do it, but it will be a hell then more and more games has need for this, unless you made 1 per game, to simplfy it.
and that why i said NO, sure will be nice if a app did this. ( to avoid the administation of this )
try scale this up tp 100 of games, then you see the my no part , you will screw this up sooner or later. ( but its doable in few games so its a YES )
i know it can work, but you need to understand why its complicated and yet so simple to do.
but not then you scale it up.
