I'm curious if there's any way of buying a steam game without an account, like if you wanted to buy someone a game, but didn't have an account, and weren't really interested in gaming yourself?

You can buy an activation code from a 3rd party store. Not all of those stores are trustworthy however.

Well, not directly on Steam. But you could buy a Steam key for a game on a store that sells Steam games.
Then just give the person that key and they can activate the game on their Steam account.
