*PLZ HELP* Input signal out of range
I have a optiplex 9020 PC but when i turn it on it says input signal out of range. I think the reason for this is because earlier I had opened up my graphics card settings by right clicking on the background and then I selected 25Hz because it felt like my game wasnt running too smoothly so I thought that setting it to 25 then back to 75Hz would fix it, but it didnt and a black screen appeared and in a green box it said signal output out of range. The only screen that works is when i turn on the pc and click on CTRL and F8 then the boot window opens up but other than that if i dont open up the boot window it will just show the error screen. It also does show the company logo which is dell then after that the error shows. I have searched online on how to fix but they keep telling me to select safe mode but there isnt a safe mode option when i open up the boot window.

Assuming you are running Windows 10:
https://support.microsoft.com/en-ca/help/12376/windows-10-start-your-pc-in-safe-mode

See "From a black or blank screen" for an explanation of how to enter safe mode.

The problem, in case it was unclear, is that you set a refresh rate that is unsupported by your monitor. Once in safe mode, set your refresh rate back to the default, or whatever was working before.
No it still shows the same input signal out of rangr error again

You set the refresh rate back to what it formerly was, and it says input signal out of range? That shouldn't be possible, since you were able to use that refresh rate previously.
I did do the turn on and off 4 times thing and im guessing it was supposed to put me into safe mode where the refresh rate would be set to normal but when i turned it on for the 4th time the dell logo loaded in and then boom... Black screen with error again nothin changed :( im very sad rn
