Launcher install loop
I attempt to play cities: skyline and I am told I need to install a launcher (I have successfully launched this game before, but now it is insisting this paradox launcher be installed). The launcher installation finishes, but when I attempt to launch the game, it prompts for the launcher to be installed again. It is in a loop. I have uninstalled / reinstalled the game , and have also followed the (rather useless) help section on steam's website to "Verify File Integrity" which it has done, and has verified as integral. What do I do to unscrew this game? Why are updates breaking this game? Why doesn't anybody answer the phone at valve when proliferating such third rate software? Piss on the little guy, valve... You have enough money, why not?

Soo... Open the game folder. See if it has an installscript.vdf or similar file. If yes, delete it.

That file exists in

C:\Program Files (x86)\Steam\steamapps\common\Steamworks Shared\_CommonRedist\DirectX\Jun2010

and

C:\Program Files (x86)\Steam\steamapps\common\Steamworks Shared\_CommonRedist\vcredist\2010

but not in the game directory as far as I can tell...

The best idea is NOT ranting. The game works, if it didn't, it's forum would be ful with similar complaints, but it's not. Even if it was broken, ranting is actively detrimental to solving problems and solving problems is the main goal.
Now,with that out of the way, check for installers in the game folder. There surely is an installer for the launcher.

The file name specified doesn't exist in any other directories besides what I posted, unless windows search is lying to me. Could it be a differently named filed? Why didn't this file get blown away when I uninstalled / reinstalled steam?

Looking specifically for that file via Windows search is futile. I CAN NOT TELL YOU PRECISELY WHAT TO LOOK For because I don't have the game. If you want that, check the game forum.
However, you've mentioned the _CommonRedist in the post I first missed because you double posted. The installer gotta be in there.
What you also can do, is to uninstall the launcher. Looks like it got installed, but some bookkeeping tidbit got missed. Uninstall, the next install attempt should clean things up.
If not, delete the stuff from the redist folder and if that doesn't help, you should request Paradox/game specific help in the game forum.
