PERMANENT massive sudden fps drop from 250 fps to 20 fps (only in game)

Hello guys.
So I've been experiencing a very annoying issue lately.
My fps suddenly drop from a steady 250 fps to 20 fps.
This has really affected my gaming experience and it's been driving me crazy for a while.

My specs are:
Processor Intel(R) Core(TM) i7-4720HQ CPU @ 2.60GHz
Video Card NVIDIA GeForce GTX 970M Dedicated Memory 3.0 GB
RAM 16 GB
Operating System Microsoft Windows 10 (build 17134), 64-bit

I have tried:
- dusting out the laptop
- changing the thermal paste
- replacing the battery
- upgrading ALL MY DRIVERS
- performing a clean install on my CS:GO

Nothing worked.
Did any of you guys experience this before?
If so, how did you fix it?

Ensure the game using the GPU, and not your CPU igpu as that be the reason why your having this issue on your laptop.

Look up how to set high performance setting for Nvidia control panel.

The weird thing is that this only happens in official matchmaking.
I have no problems in casual matches or community servers

This issue only with one game? No other?

I suggest verify game files. Do you play in other countries than your own for official matchmaking?

Yes. Only with CS:GO. With other games like AC: Odyssey or FIFA 19 i'm getting a steady 40-60 fps
