Content Servers Unreachable
I recently bought a new graphics card (1060 6GB) and reinstalled Windows (I hade a AMD 6900 Series before). I logged into Steam and I noticed that I couldn't download any games or software from Steam. It said that the content servers was unreachable. I have tried very many things but nothing helped. I then contacted steam support but they could not help me. So i reinstalled Windows once again but still the same problem. Is there somebody that can help me with this issue?

1st of all there was no need to wipe and reinstall Windows. Simply running DDU in safe mode to wipe GPU drivers and then installing the correct drivers would have been enough.

Try changing download region. Could be an issue accessing servers in your region.

means nothing if you don't tell us what you have tried. You can respond to my suggestion and suggestions of anyone else that tries to help with a "I already tried that it it didn't help." That can be rather annoying. Even if you're polite about it.
Ok here comes the big question that will probably say why you have an issue although you may not like it.

Ok yea i'll make a list of all the things that i have tried
List of the things that i have tried:
Change download region
Change proxy settings
Windows + R inetcpl.cpl
Disable chrome extensions
Clearing steam download queue
Windows + R steam://flushconfig
Restarting computer in Safe Mode with Networking
Deleted all files in steam folder exept "Steam.exe", "SteamApps" and "Userdata"
Excluding steam in Windows Defender

Things that I can't do:
Delete "clinetregistry.blob" in steam folder because there is not files named that way
I can't access the router
