Account (probably) stolen. Recovery attempts exceeded.
Hi. My friend has a problem. Someone unsuccessfully tried to log in to his account many times. As a result, his client was logged out and the old password does not work.
When he tries to restore the password, it displays each time:
You have exceeded the number of allowed recovery attempts. Please try again later.

This situation has lasted for over 24 hours.
What to do? Who to contact? He can't create a ticket, because it requires being logged in.

I will be extremely grateful for any help.

Under this link you can only call the password recovery procedure, which gives the result as above ;(

Thanks for trying to help, but have you read what I wrote? Each time an attempt to restore the password displays this:
You have exceeded the number of allowed recovery attempts. Please try again later.

And it has not changed for over 24 hours.

A cooldown mode has initiated due to multiple attempts resulting in the possibility of entering the wrong password or the account may be compromised in relation to the latter.

Simply get your friend to check his/her e-mails if any attempt was made prior to being aware if his/her's account was breached.

And that's the problem. Nothing has changed since yesterday, the account is still in the "cooldown mode".

As I said in the first post, yesterday he received a lot of emails with information that someone from Malaysia is trying to sign in to the account. After that his desktop client has been signed out, and the old password doesn't work.

We're trying to contact Steam directly, since it's impossible to create a ticket by non-logged person (which is stupid IMHO), but the main problem is that we don't know the support's direct e-mail.
