Your transaction cannot be completed because you have another pending transaction on your account.
Hi everyone,

I was trying to purchase Cities: Skylines, and chose to pay with PayPal like I usually do. However, the transaction stalled, and after a few minutes I refreshed the page and navigated away. I tried to purchase again, but now I get this error every time I try: Your transaction cannot be completed because you have another pending transaction on your account.

I have checked my PayPal activity, and the transaction has not been processed. I have also tried a different payment method using my credit card, and I get the same result. I've tried to use Steam Support from within the app, but if I go to Purchases > I can't complete my purchase on the Steam Store > Game or other software > the only option is "I'm having trouble with my retail CD key", which is not what I want.

Does anyone know how to fix this? I would like to purchase this game before the Autumn sale ends.
