No law was broken, you are delusional. A law would be broken if they took your money and delivered no product. the returned your money because they have no product.
How would you suggest that they deliver a product to you that they do not have?
They were fireselling a controller at 5 bucks. Five. People flooded orders DAY 1 - not even to mention the days after. You can’t sue a store for running out of stock. That’s not how it works.
This is what buying online looks like during fire/flashsales with limited stock. It could have been handled better but that doesn’t make it illegal.
It happens, it sucks, but it isn't the end of the world.
The only real positive to draw from the experience is that it is something to learn from the next time they do something like this. some of the more recent actions Valve have taken aren't entirely popular but it could easily be improved on if they wished it. all depends on them in the end.
The orders being cancelled never processed. It would be one thing if these orders were being listed as “shipped” and then recalled or something but they weren’t. They never finished the processing step so they were never guaranteed. Ordering/being charged doesn’t equal being processed.
Buy an Xbox One controller. They're better than Steam's anyway.
Fanboys are insufferable.
