The person that conceived of the 4 Pack purchase rule should be fired

There is no logical reason already owning a copy should limit your ability to buy a pack. People are not going to cold purchase a multi-pack when they haven't played the game yet. However, once they've played a game they may realize that they want to play with friends or just give their family or friends a copy of an enjoyable game.

This rule impacts developer sales and even Steam misses out on higher dollar purchases when a user opts not to purchase single gifts when a multi-pack is cheaper.

Don't worry. The packs can no longer be made for new titles.

Delete the game from your account and then purchase the pack. You basically lose out on 1.

Or just send a digital card.

I considered that approach already, but I'd likely have issues with my saved content and it negates the price benefit of the multi-pack.

Saved content will not be impacted. The pricing, yeah.

But to go along with my first statement...

Note: It is not possible to create packages that grant multiple copies of an application (e.g. "4-packs"). While there are legacy examples of this on Steam, they are no longer being created.

Its because scammers and resellers were buying 4 packs and selling all the copies off on shady cd key shops

Feel free to go blame them for abusing Steam's gifitng system such that it required them to do this
