How to review a steam game?
The steam ui is kinda new please help i cant find a the review button XD

while looking at that games library page, your review section should be at the bottom of the far right column. if you have trouble finding it, you can always go to the game's store page and there should be a dialog box between the screenshots/video and the details for leaving a review.

Then you don't own the game or haven't played it long enough to trigger the ability.

It is meant for owners and actual players instead of just random people to put 'reviews'.

As Zekiran says, the ability to review isn't wide open for all. You have to actually have owned the game and played it.
