DL speed drops to 0 when Steam Minimized
My DL speed is around 40 MB/s
However, as soon as I click off of Steam, my DL rate drops to 0 MB/s. Anyone know why this happens?

Obviously I don't want to have to sit here and wait for a game to DL, staring at the DL screen. My web-browser is open, even chatting to a friend via steam-chat kills the DL.

Thoughts/Solutions?

It could be a Windows setting somewhere to save bandwith or power.

When you re-open Steam is the download paused or anything like that?

I have steam open. Its still 'downloading' but the speed is 0 MB/s...so not stopped, just not actually doing anything. As soon as I am back on the Downloads page, the speed spikes back up.Only way to get it to download is to leave the window open on the download tab. If I switch to a different program or screen (discord, chrome, even a steam-chat window) the DL nukes back down to 0.

No fix on this? same problem. Actually, pretty much with any software as well, no windows setting obvious enough to affect it

Try going to windows settings > delivery operation advance settings > enable the bandwidth limit and limit it as high as possible
