could it be that your provider is capping your speed ? anyone else using the internet which could take speed away from you ?
1 Kilobyte = 8 kilobits
1 Megabyte = 8 Megabits
11.25 Megabyte = 90 Megabits.
MBps / MB/s <--- Capital B stand for Byte
Mbps / Mb/s <--- Lower case b stand for bit.
What can affect your download speed is either you're doing something already in the background that's affecting your HDD / SSD, that be downloading something else at the same time, either your anti virus is scanning as you're downloading, and so on. So many check your HDD / SSD usage.
This can also happen, depending how this was handle by the game devs, where you download parts of the game file, and it's being unpack at the same time, which cause the slowdown, as it's doing two things at same time.
What can also affect your download speed is bandwidth being hog in your home, such as someone downloading, and hogging your bandwidth at the same time you're trying to download, which modem, or service plan not allowing you to go over your bandwidth cap. Let say only one person can use 10MB/s at a time, while others can download 10x slower, or less.
Another issue can be your modem/router which you can try restarting, unplug, and plug back in, and give a moment. Or could be area issue, which test by doing a speed test, and if you see a problem from the test, call your ISP, and have them ping you, and ask them to ping your area as well, to find the root issue.
