The short answer is yes you can copy it. Copy the data where it needs to go in their Steam folder, install the game to that location. Steam will recognize the files, verify the data before seeing it as installed and download anything missing and viola.
You can use the Steam Backup and Restore that You suggested, but it isn't really necessary although some users like it better because it feels more official. But really it's just a legacy feature from the days where maybe you'd want to burn backed up games to a CD or DVD. Either way can work though, Steam is pretty permissive about this as long as the data is where you tell it is, it will give it a go.
I've given TF2 data on a thumb drive to friends out in the boonies for TF2 LAN's. Worked fine. And usually when I need to copy data over to the wife's PC (so we don't have to download it twice) I just copy the data over, no backups required.
