Low GPU usage (without bottleneck)

So i play games like fortnite or gta v and my GPU max goes to 70% and barely
It’s normally at 50-60% which makes my fps terrible and causes stuttering
Theres no way it’s bottlenecking cause the cpu stays at 40-50% usage
Would appreciate if you helped, ive been trying to fix this for a while now :)

GTX 1060 6GB
i7 4790 4 core 8 threads
16GB Kingston DDR3 1600mhz

How did you fix it

Realized my 2nd 8GB Stick wasnt in correctly and i only had 8gb single channel, when i put it correctly i had 16gb dual channel and that improved my usage and fps alot

thank you so much for the solution. my frame was so low and after changing the slots it went up to 200
