Can you get community/workshop banned when upload addons fast?

So I'm working on a server with some guys and I am supposed to upload the addons to the workshop. I read however, that you can get workshop/community banned if you upload multiple addons in a short period of time.
It makes no sense to me, but I'm still worried. Is it really true?

Me neither but in an addon upload guide it gave me a warning

A cooldown. Yeah... That is a thing with everything on Steam if you do too much of 1 thing in a short amount of time.

A cooldown is not a ban, no.

It is, however, there for a reason, to prevent overwhelming their server with crap and making it harder for people to use the system.

Pace yourself and your uploading. It's basic internet politeness.

I just spent the whole day updating over 20 (50 to 160mb) addons to the workshop for a gmod server. (All server files)
And I did not get a single cooldown...

That's not really fast enough to worry about then, nor big enough addons. :)
