downloading somewhere else and copying it to my pc
i just moved to another house so it's gonna take a while for me to have internet on my pc but i bought some single player games and i want to play them.
so my question is: can i download the game in a friend's house (with my account but on his computer) copy the files and paste it on my steam files as if it was downloaded on my pc?

I guess just log into your account and all games should be there. You just cant use his account.
Share the internet and use your PC?

I've downloaded games for friends (TF2 for example) because it would be too large for them to download on their own connection, that works fine. Although I'm not sure how it works with no Internet access as far as the verifying bit goes.

You need to be online to verify that the game is up to date if the game needs Steam to play it.

Google Steam offline mode.

Remember to not only copy the game files, but the correct appmanifest file in the steamapps folder too (if you are unsure, which ones, check the shop page of the game and memorise the number in the adress).

Also your Steam account needs to know, that you own the game, so it has to be one, you already had, when you went online the last time on your own computer.
Maybe carry your PC to your friend for a brief login, if it is about a more recent purchase.

i know what steam offline is, i use it offten but is with games that i downloaded on my own pc, i don't know what's going to happen if i download it in another pc (again, in my account, the only thing that changes is the pc) because i don't really know how steam sertification works.

As I said, your offline version of Steam needs to know, that you own the game, so it must have been online at some point after you purchased it. In that case launching a game in offline mode for the first time usually is no problem.

a neighbour of mine told me her internet password because she knew that i don't have internet ATM and she only plays offline games and watches youtube so she didn't mind sharing some internet speed. but it's just barely out of range so the internet is very slow and isn't stable (it's imposible to have a stable internet for 5 minutes straight) BUT i can be online sometimes.

so, i just download it on my friend's house, copy the files to my pc and then log in at least once so i can play it offline?
