Report a translation problem
1. find someone with a steam key for the games that they are trading.
2. find someone with a steam gift they have for the game.
since it is delisted from steam it means the quantity is very limited and hence prices are high.
you can find some traders that are willing to sell a gift version that contains both gta 1 and 2 for around 40 tf2 keys, which would be around 80-100 dollars.

You can no longer buy them on Steam.
Your only option would be to purchase a key.
I've them installed and working on Windows 10; GTA1 for me needs compatibility set to Windows XP (SP2) and to be run as admin; GTA2 not even that.
That link says GTA2, but its a listing for GTA Complete Pack with GTA 1 & 2. Just bought it on the Kinguin link yesterday.

I live in the USA and the code worked for me, so just make sure it will work for you before purchase.
Was so happy to see I could actually still buy a key for them on STEAM after seeing this thread!
