Stuck on "Allocating disk space for X" title
When I try to install Elder Scrolls Online, it gets stuck on the prompt saying "Allocating disk space for The Elder Scrolls Online...", originally it was happening with every game, but I fixed that by deleting the steam folder in its entirety.

"Solutions" I've found on google that I have tried;

1. Steam >> Settings >> Downloads >> Clear Download Cache
2. Re-installing Steam
3. Deleting just the appmanifest files.

At first when it was happening with every game, I tried to remove my steam library folder (keep most of my games on my second HDD) when I re-added it, it said the Used Space is 0, when I know that is not the case as there are a bunch of games installed there, and it says Installed 0.

So I ended up getting really frustrated and removing steam (not the external library folder), and that seemed to solve it for every game, I can now install games to my external library (and click install to force steam to discover existing files), however the only game I see not working currently is ESO.

Steam gets stuck on "Allocating Disk Space..." etc, and when I click cancel it deletes everything its downloaded (It still downloads the game when this Allocating Disk Space is up in the background.) I have even tried to wait for the entire game to download 77GB which took 2 hours, and the "Allocating Disk Space" did not go away, when the game was fully downloaded, I clicked cancel, and it deleted the entire games folder in common.

Occasionally it will get passed "Allocating..." and get stuck instead on "Preparing The Elder Scrolls Online for install"...
