1. Steam can't refund something to you, as keys never had a value to begin with, they're complately free, as they were requested by the devs. Also to add Steam wouldn't have your money to begin with either, and can't help you with your key problem either.
2. It's the dev complate responsibility how they handle their games. Either they sell the keys themselves to each individuals, or they use 3rd party reseller to sell the keys. They can revoke the keys as well, as again they have total control over the game keys, and it's their responsibility how they handle their keys.
3. If you bought from the someone, bundle site, and have a problem with the key, you take it up with them. If you bought the key from the dev themselves, you take it up with the dev. Simple as that.
If this key was already claimed by someone, you have to report it to whom you got the key from, either they refund you the money, or give you a new key.
What is this key for? Is it a game, or dlc? What the game name? If this is for a DLC you're trying to redeem, and didn't have the game, you need the game added to your account 1st before you can redeem the DLC.
alot of these 3rd party key sellers sell keys they already know have been used, and if you try to get a refund or replacement from them they will "ask you to get when it was activated from Steam support" because they know Steam support can not release that information, thus washing their hands of the issue of them scamming you by sending you on a wild goose chase away from them
so once again, what game, what site?
If the person told you to ask Steam about this, it's a wild goose chase as he said, they're trying to stall time. Steam will never tell you who had use the key, or what it was used, as that's all private info that you can't have. So I suggest answer the questions.
Who did you get the key from? What game is the key for? Is it a game key, or is it a dlc key?
