No. Unless something's changed since I last had to look up this information, removing games from your library does not erase achievements.
I'm told this[gethuman.com] helps. No guarantees - never used it myself. Use at your own risk, so on and so forth. If that's not an option for you, submit a ticket and persevere.
All unlocked achievments and playtime will still count for your account.
Support can’t alter it either I’m afraid.
The short answer is no.
But for the sake of argument, what if? Are you going to be emailing or calling anyone with any sort of power or authority? Or is it some entry level worker with a script and the power to do basic customer account help? If you believe the affect would really be different, you might be a little overly optimistic about how those systems work.
Because you want an immediate an visible response? Or you expect your single report should carry some weight? If there's an issue and enough people reporting it then that might be something. A one off disgruntled person is hardly anything. And even in the best case scenarios sometimes these things take time even if something is going to happen. File your complaints, direct other unhappy users to do the same. That's the best you can probably do.

I have installed a brand new HDD installed windows, then installed Steam all achievements still there.

Probably not, but at least a confirmation somebody is looking into it would be nice. I find the current steam support options extremely limited. Especially regarding this 2 hour / 2 weeks refund period.
Can't imagine I'm the only one who reported this developer. Ratings are now as low as they can get for months. Yet it's still there. It's a faulty product and it is being sold as is without any support and the developer knows it's broken. Wonder if that's even legal.
Normally this is true, but there is an option in steam/help somewhere to permanently remove a game from your library. If you want to play it again, you'd have to buy it again so it's quite drastic. I used it once before years ago but don't remember checking the effect on achievements. Didn't really care at that time either.. not sure why I do now.. crazy things.. :)
