Yes, you can install games on either drive. I've got a 500GB SSD and a 2TB HDD. When Install a Steam game, a box appears with a drop down, allowing me to choose what drive I want to install my game to.

I have games over 3 drives. 1 SSD and 2 HDD. I believe you can have library in 10? different locations.

In the Client
Steam > Settings > Downloads > Steam Library Folders

There you and add new library destinations. C:\ will be already there as default just add another library to your other drive. Set the HDD as your default library as it'll have much more space and only move a few games at a time to your SSD. Once you have games downloaded and want to move the between library locations go to library

Right click game > Properties > Local Files > Move install folder.

I would save up and get no less than a 250GB SSD
120GB will get used up pretty quickly

But yes, as detailed above you can install to multiple drives

Just to that it's not just Steam that allows this. I've installed games on to different drives in the Windows Store, EA's Origin and GoG Galaxy. Not used Uplay, but I'm pretty sure it does allows the same thing. It's pretty standard now.
