How to download "Dota 2 Workshop Tools" using SteamCMD (on Linux)?

Hi! I'm trying to download "Dota 2 Workshop Tools" on linux using SteamCMD.

• I'm trying to download Windows version on Linux because we still don't have Linux version for Workshop Tools and might never have (as devs say). And I just want to play with resourcecompiler.exe, dmxconvert.exe and other command-line utilities through wine. And I don't want to touch Windows in my life ever again.
  
• I'm using SteamCMD, instead of just copying what I need after installing it in steam through wine manually, because it would ease the update process a lot.

AppID for Dota 2 is 570. And SteamDB[steamdb.info] points that corresponding DLC appid is 313250.

So, I'm trying to install Dota 2, and then install Workshop Tools. Dota 2 is installed correctly. Tools aren't.

• Logging in just in case. I don't know if it is necessary. Both Dota 2 and Tools are free.
  
  
• Making app_license_requests just to show that it responses that everything is fine with them.
  
• "app_info_print 313250" prints some info. I don't know if useful in any way.

Googling 0x202 only results that it might be out-of-space error. Which is not true in my case because I have ~100 GB free on the partition.

Am I doing something wrong? Are DLCs supposed to be installed otherwise?

I don't think it is Dota 2 issue. And I couldn't find SteamCMD forum. So I've decided to post here. Tried some discord channels - haven't got help there.
