He explains how he turns that feature on, perhaps u can use same steps to disable it.
2. If this doesnt work however I recommend deleting your touchpad driver and see how it behaves. Then install after if needed. (Not update but clean reinstall)
I can try deleting the drivers, but there's some oddities going on with the drivers in the first place and I am hesitant to screw with them if there's another option.

OR do what I did and uninstall the app entirely. Works just as well.
My touchpad works fine in the lock screen. Just uninstalled steam and my touchpad is working again both on lock screen and normally as it should. It's not the driver, it's steam.
Even if you disable steam at startup and disable steam background process it still disables touchpad.
