For the first, to use the market you need to buy something on the Steam Store once a year.
Otherwise your market access gets revoked. So , buy something on the store, can be a game for 50 cent or so, and then wait 30 days.
After that you can use the market.


The second message means that you need to activate Steam Guard in your account settings and then wait 7 days.
Steam Guard is mandatory to use the market or for trading.
