Steam is giving me high ping

when steam is running on my pc my ping is consistently at least 200 spiking to up to 800 when in game in CSGO. When i exit steam my ping goes back down to 30. I have done countless ping tests and steam is 100% the problem. Yesterday i saw something online that said that if you change the priority of steam.exe in task manager your ping will go down, and that worked yesterday. However today even when i change the priority of steam.exe the ping still stays high and i have no idea what to do next. If anyone can help or has any suggestions that would be greatly appreciated.

stop any downloads that are running. also what is the ping with other games other than csgo, since that would be the first thing one would check in troubleshooting. And is csgo capable of running without steam?

The issue isn't with any specific game its the steam client itself, i have ran ping tests with steam client running an no games and my ping will be from 150 to 200 and then exiting steam mid test it rockets back down to my normal 20-30.

Steam has nothing to do with pings from servers. That is more of a traffic issue.

Even games that do not run through steam are effected. I just opened minecraft and to all servers I have 200+ ping when steam is open, then i close steam and back down to normal.

What are your full specs?

Notice how choppy everything looks in that clip? Try looking at all the processes the CPU is being bogged down with.

Start by loading nothing but Steam. No other unnecessary apps or services.

the clip is at 15fps using a ♥♥♥♥♥♥ free gif maker because i only needed to record this clip, my pc doesn't actually look like that lol.

As for my specs, my PC is around 5 years old.
8 GB ram
Nvidia Gforce GTYX 650
Intel i5-3570

same here. steam.exe is taking all my bandwitdth. and no, there's no active game/addon download running on the background.
it's a shame that a client makes it's own game be lagged because of random downloads on the background (god knows wtf it is)
my csgo pings is 200~600 because of steam. i have a 2mb/s connection, and steam takes like... 1.7 mb/s when i'm running CSGO (i saw it on task manager). already disabled the option to download on the background, it's something else. really fckd up

yeah i checked it. there's no official download on the client

I'm getting at least 200 ping on ALL steam games I'm able to browse community servers on.. this is nuts... i have no idea how literally every dedicated server on every steam game could be affected, but NOTHING else i do is affected. my ping measures completely normal on every other test i run, but ANYTHING Steam-related i get 200+ ping on virtually everything.

Example: on the master server list for Rust (which includes official, community AND modded servers) ONLY 3 servers were below 100 ping for me.
