Notice how choppy everything looks in that clip? Try looking at all the processes the CPU is being bogged down with.
Start by loading nothing but Steam. No other unnecessary apps or services.
As for my specs, my PC is around 5 years old.

it's a shame that a client makes it's own game be lagged because of random downloads on the background (god knows wtf it is)
my csgo pings is 200~600 because of steam. i have a 2mb/s connection, and steam takes like... 1.7 mb/s when i'm running CSGO (i saw it on task manager). already disabled the option to download on the background, it's something else. really fckd up
Example: on the master server list for Rust (which includes official, community AND modded servers) ONLY 3 servers were below 100 ping for me.
