Mouse Trapped in Windowed Games

Recently (within the last 2-4 days) Steam games that I run in windowed mode lock the mouse inside the border as if the game thinks it is full screen. I'm no longer able to move the window or move the mouse cursor out of the window to another application. Is there a setting I'm not seeing in the Steam client to disable this behavior?

That is the expected behaviour.
Another windowed setting can be borderless.

This is not the behavior I've come to expect. Previously they would work like any other application in a window, letting me access the top bar to move, minimize, close the game, and move the mouse over to another application. Holyday City, Knights of Pen and Paper, Huniecam Studio (don't judge me) are all now behaving in this new, odd way where once you bring the mouse into the game window (even the launch window) the cursor becomes locked inside.

After a reboot this behavior went away and windowed mode games are again letting me mouse from window to window.
I guess if this happens to you, try a reboot? Still no idea how or why it happened.
