Assuming they kept the basic mechanic, that hasn't changed. It's just the gifts that are done differently.
As such, you could never give all n copies to other people... however, if one of those persons is a friend or other person that can be trusted, you could gift them the entire n-pack and a list of the other recipients. Upon redeeming it, he gets his 1 copy, and n-1 gifts that he can then forward to the other people.

@Kargor, unfortunately im not able to gift it at all, which is why i was also considering making a secondary account and seeing if I could then gift it to do as you proposed.

You can’t gift 4 packs similar how you can’t gift “customized” bundles
There used to be a way you could trick the system into allowing gifting of 4 packs but that was awhile ago.
Because steam doesn’t allow games to be put into inventory, 4 packs have basically fallen out of favor (steam doesn’t allow it as an option for new games) and exploits to allow gifting/storing them have been locked down
Not sure why you'd think I'm selling anything. I'm trying to buy a game for four friends using a 4-pack. If you're referring to my previous comment when I said "making the reimbursement difficult", I was answering Washell's comment saying to have my friend buy it and I reimburse him. Though through the context of the original post and my next comment, I think it's pretty evident I'm not trying to sell anything.
@Satoru, if games can't be put into inventory, what happens when I buy a 4-pack now? Does it give me a list of recipients to send it to once I purchase the pack, or am I just buying an overpriced single copy?

3 copies go into your inventory
My post was more in reference that new games no longer can sell 4 packs as an option. That’s why you don’t really see them anymore except for old titles
