Computer lacks high speed internet connection, how to get games from phone?
We canceled our land based internet and now rely on our phones for everything. The phones are faster and cheaper than our old land based service, however files must be downloaded directly to the phone to use this fast connection (70Mbs). The phone will work as a hotspot for the computer however the speed is limited to a painful 0.6Mbs which would take forever to download a game. Is there a way to download files for Steam computer games to the phone first and then transfer them over to a desktop and or laptop computer? I should have thought of this before I canceled the land based internet.

I did a search and came up with some system that allows a cell phone to function as a remote for a computer but that is not what I need to do. I need to use the phone as the internet provider.

There's no way to download anything on your phone. You could do it with a (Windows) tablet, but nut with a phone. The question is rather why downloading directly onto the phone is that slower, than downloading through the phone. That doesn't make sense, you have a technical issue here.

I don't have a technical issue. The cell phone is 4G LTE which runs at full speed (70Mbps) when downloading or streaming directly to the phone. The phone has the ability to teather or hotspot but that speed is restricted by my provider to what they call 3G speeds. The teathered speed is much slower (0.6Mbs).

When I needed a Windows driver I just downloaded it to my phone and then transfered it to our computer. I will need to do womething like this with Steam.

Well, you could reverse-engineer the SteamCMD client and port it to Android, but I really doubt you can muster that. Neither can I, honestly, that's a rather advanced task.

See if you can get your phone unrestricted.

Could I take my Windows 10 laptop to somewhere with wifi and then transfer some files over to the Windows 7 desktop?

Yup. Check out the Steam backup function.
