Refund Denied on false technicality
I bought Rust back in 2014, played it for roughly 9 hours before growing a burning hatred for the game, due to some very bad experiences playing it with friends. So to stop my friends from pestering me to play with them, I eventually used the removal function and permanently deleted it from my steam account a year or two ago.

Now, on the 26'th, while drunk, my friends talked me into buying the game - again - To give it another chance, which I woefully regret. I have -not- played it yet, at all, since purchasing it for the second time, yet the original 9 hours of playtime is still shown and intact, and gave me a rejected refund.

Is this fair? I was sure this was going to be treated as a bit of a special case, seeing as I technically have no gameplay time on the second purchase. Opinions?

Just a quick update. I was just granted a refund, the manual ticket helped. Thanks for the help, I very much appreciate it.

Playtime is cumulative and linked to your account.
Game time from free weekends, family share and previous owned versions count fully for the refund policy.

Also you did not need to buy the game again, you could have just gone to the Support page, select Rust and choose " its not in my library". Then Steam would have informed you that you previously removed the game from your account and if you want to restore it.
If you confirmed the game would have been back.

The removal function is more of a advanced " hidden" feature.

Why did you buy it again? All you had to do was restore the licence for free from your account licences page. As you fail on both counts previous, the request rejection is also fair.

It’s not false, all time is cumulative. The hours played do not get reset, otherwise people would buy/refund continuously until they finish.

That is, in my opinion, a very rotten feature. If its possible to restore a game I have removed from my library that way, then shouldn't it prompt me that it is possible when I try to purchase the game a second time?

I do not understand how this is not just a way to ♥♥♥♥ the customer.

I did not know you could restore a game you have "Permanently removed from your library" I thought "Permanent" meant it was supposed to be... Well, permanent. As to why I bought it again, as mentioned, I was very drunk, after a christmas event with my friends.

How much playtime have you accumilated the second time you've owned the game? If it's under two hours; submit another refund request but select 'I have a question about this purchase' and explain the whole situation. Also state in the refund drop-down box that 'I bought this game by accident'. A manual ticket may be your saviour here but if you've exceeded two hours on the second licence it's a forgone conclusion pretty much.

Will not work for a simple reason, its the same game.
He did not buy a new copy of the game, the purchase reactivated his old license.
It even has the same serial key, the removal function warns you about that.

So its the version he bought years ago and has 9+ hours of gametime.
His chances of getting a refund are pretty much zero.
This is not a free weekend situation.

Regardless, it appears to be the only chance I've got. Also, the removal feature only informs me that I wont get a new CD key, it does not state anywhere, that I am able to regain the game free of charge. I have essentially bought the same game twice, when it apparently was available the entire time, I personally do not think that is fair, but if my manual ticket gets rejected, I will take my losses and move on.

Any ideas how long a manual support ticket takes? I've never made one, so just curious as to how long it might take.
