How Can I Gift Valve Complete Pack
The "Purchase as a gift" option is greyed out,
Because the contents of Valve Complete Pack are personalized for your account, it cannot be purchased as a gift.

Because I own some Valve games, I am unable to gift this to a friend?
Am I getting this correct?

I tried looking drilling down through their self-help support menu and it didn't lead me to a solutions for this.
Is there a workaround?

You cant, its a tailored bundle, those can never be gifted as the price is specific just for your account.

Send a digital gift card using an external payment method.
