adding a new device to Steam Auth has locked the marketplace, but steam says it shouldnt.
I recently changed numbers so I changed my steam auth and guard numbers to the new one. Accord to steam support, as long as the account has used steam guard for at least 7 days before, this should not cause the 15 day marketplace restriction, but it has for me.

At least 7 days consecutively. Which is not the case.

But I had my old auth longer than 7 consecutive days. I maybe went 5 minutes without auth while I changed my number

It's because you disabled the authenticator. You should have done it like this:

From the Steam Mobile app on your new device, try to log into your account. When the app asks for your authenticator code, select "Please help, I no longer have access to my Mobile Authenticator codes." Follow the steps the app provides and you can either transfer your authenticator to the new device or remove it from the previous device.

After transferring the authenticator, any new trades or market listings will be held for a couple of days to protect your items in case your authenticator is ever transferred by a malicious person. See our Trade Holds FAQ for more information about trade holds.

Ah. Theres my problem. I disabled it then reactivated it cuz I lost the other phone
