Offline In-Home Streaming

I have a Windows 10 PC as a game server streaming to a Fedora 27 laptop. So far I have it setup so that I have my Windows PC bridging the Wi-Fi to the Ethernet connection, with that connected to my laptop. With Steam on both computers online, I can play games smoothly. However, this is a Mini ATX PC, so I often travel with it, sometimes to places without WiFI. In testing, I wasn't able to stream using Steam offline... is this something that is broken or is there a way to do this? I can easily create a network between the two computers and a single Ethernet cable, but Steam isn't detecting the host or client.
