I have no idea how to give the extra 3 copies to my friends pls help

The gifts should appear in your steam inventory. Instructions should be provided there

Well the other three copies are in your inventory. Go to your inventory, click on a copy, use send gift option. Easiest thing to do is send it directly through Steam to your friend's account.

And if your friend lives in another region? Can I still give him a copy of a game?

You are shown on checkout which regions the gifts can be sent to.
