Right click the game in your library, choose Properties and in the General tab, turn off steam Cloud.
Unbelievable that a link to this address doesn't exist (at least in my language interface) in account options yet today.

but steam handles cloud saves differently then playstation (not sure how microsoft handles them) there is cloud save storage is seperate from account cloud storage.
just per game storage. generally steam will be set to allow you to fully populate your save slots or be configured for more then enough storage for most players (in games with a unlimited number of save slots).
games like terreria where a world can easily reach 100 MB or more isnt a issue (unless your upload speed is slow like mine)
also screenshots you upload do not count to your clowd storage as thats a seperate type of storage.
when i played on PS4 i def had to worry about cloud stoage for my saves, but sence i moved to steam is hasnt been a twinkle in my mind sence i looked into it.
Today i went to get one but there's none saved :O
