i7 4930k 3.4ghz will i bottleneck if i get a 1080ti?
currently have a 1070

You tell me, is your 1070 being bottleneck? If the answer is no, then you got your answer.

When it comes to games, that's a whole different subject, as there be games that bottleneck CPU. Such as Final Fantasy 15, it will max your GPU, but choke your CPU, and not because of the GPU either.

Dr.Shadows is correct. It's all going to rely on the demand placed on it. Keeping background resource using apps to a minimum when in-game is always a good practice too.
