That is a separate restriction from the price difference which would not let users gift a game.
Have the person gift you a digital gift card using an external payment method...

It's a bug. I got the same message, and gifter and gifted is in the same country... Something bugged today. Write a ticket to steam support.
Some games have a price difference <10% and can be gifted. Others have a difference >10% and can not.
Then, there are regional restrictions the developers/publishers have for their games. That is different than the price difference and can be sent as gifts to other users but can not be accepted unless in the same region.
The OP already stated that he and the gifter are not in the same region.
And that gifts doesn't have any regionindicators.
That is not the same as a recently purchased gift anyways. But those can still have the same region restrictions as what the OP is talking about, yes. Some games do, others don't.
I highly doubt the settings and payment method on both accounts would agree with that statement but...
This is not the same issue.
He sent his teammate a game, they were from different regions but it worked, today he tried to gift same game to another teammate who is from same country as previous teammate, and same problem like here.
100% of the time, a user does not have a payment tied to the country of residence in the account settings like the other user does.
