Problem accepting a gift.

Hello guys, my friend recently sent me a game but I can't accept it getting this error message:
Sorry, an error has occurred:

This item cannot be added to your library because it is restricted from your country.

I googled some info and I guess we are in different regions, but the problem is that previously Steam didn't let you buy game for your friend if you are in different regions. Now the game is bought without any problem, but when trying to accept it I get an error.
Steam got some bugs ?

Decline it.

That is a separate restriction from the price difference which would not let users gift a game.

Have the person gift you a digital gift card using an external payment method...

It's a bug. I got the same message, and gifter and gifted is in the same country... Something bugged today. Write a ticket to steam support.

Some games have a price difference <10% and can be gifted. Others have a difference >10% and can not.

Then, there are regional restrictions the developers/publishers have for their games. That is different than the price difference and can be sent as gifts to other users but can not be accepted unless in the same region.

Okay. Then I am in the same regiion as the gifted one and have THE SAME issue. And I'm talking about old gifts - that you can have in your invertoy without sending it to anyone.

And that gifts doesn't have any regionindicators.

That is not the same as a recently purchased gift anyways. But those can still have the same region restrictions as what the OP is talking about, yes. Some games do, others don't.

The thing is I feel that Steam got some bug or changes which was not yet announced. I found another guy who said he got same problem today, but everything was working like 3-4 days ago.
He sent his teammate a game, they were from different regions but it worked, today he tried to gift same game to another teammate who is from same country as previous teammate, and same problem like here.

Just make tickets to steam about that... More tickets = resolved faster.

100% of the time, a user does not have a payment tied to the country of residence in the account settings like the other user does.

Can anybody confirms about this issue? Is this issue resolved or still exist? I think there's something wrong with the Valve system.
