Cannot get Big Picture to remember controller settings

OK I'm getting frustrated now.

No matter how many times and in how many different menus I tell Steam that I want the right-most of the four buttons to be "Select" (basically the Nintendo layout I guess), every time I restart Big Picture it forgets my setting.

I've changed it under the "General Controller Settings" in Steam Settings > Controller Configuration,

I've changed it under the "Big Picture Configuration" in the same menu,

and I've changed it inside Big Picture > Settings > Detected Controllers: Define Layout

I can get it to use the button layout I want sometimes, but it always resets when I restart Big Picture. I'm using a Switch Pro Controller with an 8bitdo wireless usb adapter, which is recognized as an Xbox One controller. I assume that is part of the issue, but I can't understand why Big Picture refuses to save my custom button layout configurations. No matter what controller I use, if Steam can recognize the button presses then I should be able to remap it permanently, and that just isn't working for me.

Any advice?

Yes, at least a dozen times now.

It's trivial to reproduce the problem.

I just set manually edited the controller layout. It worked fine.

Quit Big Picture and restarted it, controller layout is still correct.

Quit Steam and restarted it and Big Picture, controller layout is wrong (has defaulted back to original)

Re-setup manual config, then quit Steam and restart BP again = controller layout is remembered?? Why?

Restart computer and reload Steam and BP ---> controller layout is wrong again (back to default)

Can't be working as intended

Thanks, but I've wasted enough time on it. Gonna go play my actual Nintendo Switch instead.
