Mouse cursor stuck in the corner of screen or top half of the screen when trying to play
I've recently acquired a new PC after my old one kicked the bucket; everything on it is working well except for the issue of my mouse cursor always getting stuck in the corner of the screen or bouncing around the top half of the screen - its position changes depending on the game. The cursor works completely fine outside of games, but when I boot up a game it starts jumping around or getting stuck.

I've unplugged my gamepad while trying to play a game and it hasn't worked.
I've tried alt-entering multiple times and that hasn't worked.
I've tried cleaning the mouse and reinstalling the driver and that hasn't worked as well.
I've disabled both the steam overlay and Discord overlay, nothing changed.
I've closed all the windows on my PC except for the game, and it still happens.

Looking up this problem hasn't been helpful to me, so I'm just curious if anyone else has had this issue or not. I only have my keyboard, mouse, and gamepad plugged into the PC.

Since you have a new pc might it be that the computer is trying to overlay something while the game is in fullscreen. (like an error or steam overlay.)
try a easy to run game and alt tab out of it to see if a new thing has poped up.

Or if its steam overlay, shift tab.

(some graphic card softwhere does this too. check the settings in that program too )

I disabled my Discord overlay, The Windows Game DVR overlay, Steam overlay, turned off ShareX and GeForce Experience's overlay (I didn't have these all enabled at the same time.) I've tried it on HITMAN 2 and Rocket League and they've both caused the cursor to jump up and down or get stuck in the corner, even when alt-tabbed.

When I had the Steam Overlay enabled and shift-tabbed, the cursor would still jump up and down on half of the screen even when in-game. I tried both Fullscreen and Borderless Fullscreen, and the cursor still reacts the same.
