It is best to keep backup of safes from games where you dont want to lose them.
And always make sure you choose the right choice if asked what to do.
Not all games use steam cloud. They store their savegames somewhere else.
Some games have cloud sign but dont save saves.

Just copy that folder and insert it in the same spot on a new computer or whatever. Make a note of the spot in a text file.
This is why you need to manually backup these savegames, lookup where they are stored (See muppets post above), OR use a savegame manager to automate this process.

Steam cloud isn't an application on itself you can uninstall. It's a feature from the steam client. So, if you install steam and reinstall a game with steam cloud, you will have the latest savegames restored, along with your configuration settings.

a) you ask for every specific game
or
b) keep backups of savegame files as a routine.
2. Some games save stuff on their servers. MMORPGs for example. Again as the Saves are on the Games Servers even if you unistall that game. The files are still on kept on those servers.
3. Other games that don't use Steam Cloud or a Games Server will need backing up by YOU.
If ALL you games save on the cloud or a Game specific server then you have nothing to be concerned with. Any game that doesn't will require YOU to back them up. If you don't then you'll lose them and will need to start those games from the beginning.
