Profile not showing up in community search nor is an "Add Friend" button showing up on my profile?

So basically, a friend of mine wants to friend my but when they search me up in the community search my profile does not show up. I have sent them a link to my profile but they say there is not an "Add Friend" button.

I haven't spent 5 dollars on this account yet but their account is already paid and paid accounts should be able to add non-paid accounts. Maybe it is because they are using the mobile app but when I ask them, they either ignore the question or ask "why?" so I can't clarify.
Someone please help me I really want to play Terraria with them lol.

Friend can't find me on community search and there is no "Add Friend" button on my profile on their side.

Your friend needs to have an non-limited account (as do you) to add Steam friends. If neither of you have a non-limited account then you cannot add each other.

I'm pretty sure they are non-limited because they were able to use quick invite. Speaking of quick invite, when I pressed the like "Add as Friend" button after clicking on the invite, it redirects me to my friends list but my friend isn't on there...
