Fallout 3 GOTY can't find my CD key

I'm in college and wanted to play something, so i redownloaded F3 on my ♥♥♥♥♥♥ little laptop. I put the launcher and the .exe into compatibility mode as well as checked that all the DLCs were enabled in-game like a good lil PCMR boi but when I click new game it instantly quits without giving me a reason. I feel like the problem is the CD key because when I log into windows live it asks for it, yet steam doesn't give it to me and I haven't found it in the game files. How do I fix this? Is there somewhere I can find it?

Fallout 3 doesnt use cd-keys anymore because it doesnt use GFWL

Its not a cd-key issue. youre probably just missing the ini change reuqired to lock the game to one core
