Why do you need to clean it exactly

Right click the game in your library and choose "Uninstall."

You shouldn't need to delete anything in that folder.

Downloads are kept in a separate folder.

The patch files will keep information about the download states.

You can only uninstall games that you've already installed.

Downloads in progress is kept intact with the patch files and the files in the "Downloading" folder.

Yes but when I uninstall a game the files are still in steam/steamapps/common and it still takes up space. If I delete those files what happens?

Those files left over would be saved data the game collects, not saved games but data in terms of how output is likely transfered between your GPU and critical components and anything else that may appear relevant in order for the game to work.

Be sure to explore those folders before you permanently delete them.

That shouldn't have an effect on your other downloads.

As i said, the patch files keep the download progress.

Don't delete the existing folders for games that you're downloading.

There is a simple way to uninstall those games as mentioned above.

I understand you can uninstall games but the data left behind from that specific games is in steam/steamapps/common and since I have and had ♥♥♥♥ lots of games when you combine all of those folders from these deleted games you realize it's 14 GB and I can free that. So if I delete the folders after I've checked them can't I just get my progress back by just simply downloading the game again from the steam store. For example Warface?

While there are common trends, you'll need to google or ask on each game's hub how and where the game saves for each game you care about.
