My son bought PUBG on his account with his debit card. Card was charged but no game
Is there anyone I can call or talk to? It's very frustrating that I am unable to talk to an actual person regarding this.

Go here on your son's account: https://help.steampowered.com/en/wizard/HelpWithPurchase
See if it shows pending or failed.
Pending means wait for it to fail or complete.
If failed you should contact your bank, see how long the money is on hold for.
I called the bank and they said they have until the 13th. Well obviously he doesn't want to wait that long. I will say, that is one clear advantage Xbox and Playstation have over steam. They have excellent customer service. Steam has ZERO customer service, which is a travesty, because they excell in every other aspect of game sales.
Steam's customer service works fine if they can actually help with such things.

As for this sort of issue, I'd suggest buying wallet cards and using them. No risk of failure at all.
Paypal works fine and dandy as well.

Steam Support isn't bad. My experience with Microsoft customer service is actually not that good. Playstation I can't comment on, I've never had to call them luckily.

I'm all for technology, but sometimes I need to talk to an actual person. There is no chat feature for support in Steam and if you call the number listed on the transaction you must leave a voicemail. To be such a progressive company, sometimes Steam makes me feel like it's 1995.

I have never used anything other than Paypal. He is only 15 and does not have Paypal. I ended up gifting it to him and it worked just fine.

Steam support does connect you to a real person when you submit a ticket, they just send pre-written responses the majority of the time depending on what you issue is to speed up the process. I've had multiple experiences with steam support and they always been fast when they can fix the issue, so they probably just can't help you here as it is partially a bank error.

You never said why the bank siad the transaction failed.
When was the game attempted to be purchased? If it’s today then you’re just seeing a temporary authorization on the bank account. It may look like a purchase cause the money isn’t available but the temp authorization will eventually go away.

You can always cancel the transaction manual, then you need to wait until it returned on the account, take it from an ATF, buy a steam prepaid card and purchase it this way, but this solution will take longer then waiting until the 13th.

Yet the company with a huge advantage in market share every year.

I always here people ♥♥♥♥ on steam support, am I just lucky? I've never had it take more than 48 hours for them to respond to me, and once when my account was hijacked they had it restored within 5 hours.

48 hours is terrible. EA, M$, Sony, I can get issues sorted within minutes. All of them offer 24 hours live chat.
Udontplay took 14 days for initial copy paste reply.
