What exactly is in offline mode in here, your Steam client or your chat status? Are you able to for example load the forum or the store page?
Jerry: I can't load store or forums too, it's the same like you gonna set your Steam in offline mode, so you can't see anyone and nobody can see you either. Right now I'm using my Steam account in browser.
